Information released in May suggested that the Ministry of Defense had spent a significant 8.9 billion UAH on undelivered weaponry, falling into the category of 'overdue accounts receivable.' This practice involves the customer - in this case, the Ministry of Defense - paying the supplier without receiving the contracted goods within the stipulated timeframe. In essence, taxpayer funds have been used to pay for non-existent military equipment.
Subsequently, the Ministry of Defense initiated lawsuits against the suppliers for a sum equivalent to 8.9 billion UAH. However, the Anticorruption Center speculated that the total amount of overdue accounts could be substantially larger, an assumption that has since been confirmed.
According to the Ministry of Finance, the outstanding accounts receivable of the Ministry of Defense amount to 36.3 billion UAH for the period spanning January 1, 2022, to May 1, 2023. To put this into perspective, these funds could have been used to procure almost 3,000 Canadian Senator armored vehicles or around 5,000 FGM-148 Javelin anti-tank missile systems, potentially saving thousands of military lives.
The head of the State Audit Office (SAU) confirmed these figures, revealing that criminal proceedings had been initiated due to these violations. However, despite the severe implications of these actions, there has been a notable lack of public disclosure regarding the proceedings.
